Horwath HTL was engaged by a client to provide strategic advisory services for the development of two mixed-use resorts on newly acquired land plots in Croatia. The comprehensive scope of work for each project included a market study, a master plan review, and a financial pre-feasibility study, ensuring that each development was aligned with market realities and positioned for long-term success.

The assignment began with a project inception phase, where Horwath HTL gained a deep understanding of the client’s vision, goals, and expectations for both resorts. This foundational step provided the framework for the subsequent market and financial analyses.

The market study involved a detailed assessment of regional and local market dynamics, including tourism trends, competitive landscapes, and potential demand. Key insights were derived to guide the resorts’ positioning, target segments, and potential buyer markets. This analysis highlighted the market gaps and opportunities that informed the concept and design of each development.

The revision of the proposed master plan was conducted in close collaboration with architects appointed by the client. Horwath HTL worked to ensure that the architectural plans reflected the highest and best use (HBU) of the sites. This included creating a best-use concept proposal for each resort, encompassing vision, positioning, target segments, unique selling propositions (USPs), and development recommendations. Specific deliverables included the facility mix, area program proposals for each component (hospitality, residential, and retail), and moodboards to illustrate design and experiential concepts. A business model proposal was also developed to align operational frameworks with the strategic vision.

The financial pre-feasibility study evaluated the economic viability of each project, providing revenue projections, cost analyses, and profitability metrics such as Net Present Value (NPV) and Internal Rate of Return (IRR). Sensitivity analyses were conducted to ensure robust financial planning and risk assessment.

Horwath HTL’s integrated approach ensured that the master plans and overall project concepts reflected the optimal use of the land, market demand, and the client’s vision. The collaboration provided the client with actionable insights and a solid foundation to advance these transformative resort developments in Croatia.
