Development of a National Accommodation Classification System

Horwath HTL was engaged by the Saudi Arabian Ministry of Tourism to develop a comprehensive classification system for all accommodation assets across the Kingdom.

Our task was to ensure that the system met international standards while also being tailored to the unique needs and expectations of Saudi Arabia’s growing tourism sector.

Horwath HTL was engaged by the Saudi Arabian Ministry of Tourism to develop a comprehensive classification system for all accommodation assets across the Kingdom. Our task was to ensure that the system met international standards while also being tailored to the unique needs and expectations of Saudi Arabia’s growing tourism sector. The project unfolded in several key phases.

We began with an extensive review of global classification models to benchmark best practices and identify areas of improvement for the Kingdom’s hospitality industry. This research helped us create a three-tier grading system, which included mandatory requirements, minimum standards, and a scoring system for various hotel categories. Each category, ranging from 1-star to 6-star hotels, required compliance with specific criteria to ensure quality and consistency.

Our team then designed a detailed set of guidelines covering various aspects such as architecture, services, and sustainability. These included mandatory requirements for things like staff qualifications, hygiene, accessibility, and energy-efficient infrastructure. Each hotel was evaluated based on these standards, with points assigned for meeting and exceeding expectations in key areas like guest services, room size, amenities, and environmental considerations.

To ensure the system’s smooth implementation, we collaborated with the Ministry on training programs for local stakeholders, including hotel operators and inspectors. This collaborative approach ensured that the system would be sustainable and adaptable to the evolving demands of the tourism industry. By the end of the project, Saudi Arabia had a world-class hotel classification system that will play a critical role in shaping the future of its tourism sector.
