Preparation of Bid for International Belgrade Expo 2027
Horwath HTL, as a consortium leader, was appointed by the Belgrade Fair doo, supported by the Government of the Republic of Serbia, to prepare the Bid Book for the International Exhibition EXPO BELGRADE 2027.
Project Scope
Horwath HTL, in collaboration with key partner firms, was engaged to deliver a comprehensive Recognition Dossier in support of Serbia’s successful bid to host EXPO BELGRADE 2027. This milestone project required the development of strategic documentation to meet the Bureau International des Expositions (BIE) standards and articulate the country’s preparedness to host a world-class international event.
Our team led the preparation of critical dossier chapters, including the legal and financial frameworks underpinning the event, the legal status of the organizing body, and the overarching theme and sub-themes that define the cultural and developmental vision of the Expo. We worked closely with government stakeholders and planning authorities to craft a compelling and credible Master Plan and Space Utilization Strategy that ensures both a meaningful visitor experience and a lasting legacy for the city of Belgrade.
Key components of the engagement included designing a robust Financial and Commercialization Plan to ensure sustainable funding, along with an integrated Communication Plan to support public and international engagement. The project also involved the drafting and consolidation of essential legal documentation—ranging from general regulations and participation agreements to contingency provisions in the event of cancellation.
Our cross-disciplinary expertise allowed us to align technical, legal, financial, and thematic dimensions into a coherent narrative, reflecting Serbia’s capability and ambition to host a transformative global exposition. We are proud to have contributed to this landmark initiative, laying the groundwork for what promises to be a dynamic and inclusive international event.
