Strategic Master Plan for Tourism Development of Vinča-Belo Brdo Archaeological Site

Project Scope

Horwath HTL was appointed by the Institute for the Protection of Cultural Monuments of Serbia to develop a Strategic Master Plan for the tourism development of the Belo Brdo archaeological site in Vinča, Belgrade. The project aimed to create a roadmap for sustainable tourism development while preserving the site’s cultural significance. Several critical procedures were undertaken as part of this process.

The initial phase involved the collection and analysis of cartographic, developmental, and spatial planning data. This was followed by an evaluation of the economic and tourism performance of both the project area and the surrounding region. To gain a comprehensive understanding of the context, a detailed review of existing strategic and development plans for Belgrade and the Municipality of Grocka was conducted. Field surveys helped to evaluate existing attractions and assess the area’s potential for tourism development and spatial organization.

A key aspect of the process was engaging with key stakeholders through workshops to identify development opportunities and ensure that the local community and stakeholders were involved in shaping the plan. A market potential assessment was carried out to understand the demand for tourism in the area. In parallel, best practices from other competing destinations were analyzed to draw on successful models and inform the development approach.

The resulting Strategic Master Plan specified tourism development projects that aligned with the area’s potential and adhered to international planning standards. It included an evaluation of the financial and economic impacts of priority projects, along with a proposed management model for the archaeological site. The plan concluded with an action plan to guide the implementation of the recommended tourism initiatives.
