Development of Kivu Belt and Tourism Investment Projects

Horwath HTL delivered Transaction Advisory Services for the Development of Kivu Belt and Tourism (Twin Lake, Heritage Corridor, Adventure and Kigali Cultural Village) Investment Projects by attracting investors to construct high end Resorts and Hotels. The client was the Rwanda Development Board.


Project scope

Horwath HTL was engaged by the Rwanda Development Board to provide Transaction Advisory Services for the development of a series of high-profile tourism investment projects along the Kivu Belt and beyond. These included the Twin Lake, Heritage Corridor, Adventure, and Kigali Cultural Village projects, which collectively aimed to elevate Rwanda's tourism appeal through the establishment of high-end resorts and hotels.

Our role centred on guiding the client through the complex process of attracting reputable investors to realise these ambitious developments. We conducted comprehensive market research to assess demand and identify investment potential, developed detailed financial models to support project feasibility, and prepared investment marketing materials tailored to highlight Rwanda’s unique tourism offerings.

Horwath HTL also facilitated targeted engagement with potential investors, leveraging our global network and industry expertise to connect the Rwanda Development Board with credible partners. We provided strategic advice and managed negotiations to ensure alignment between investor interests and national development goals.

The project underscored Rwanda’s commitment to becoming a leading destination for eco-tourism, culture, and adventure, while creating opportunities for sustainable economic growth. Through our work, Horwath HTL played a pivotal role in positioning these projects for long-term success, fostering confidence among stakeholders, and ensuring the realisation of world-class hospitality and leisure infrastructure in the region.
