Strategic Urban Regeneration Plan for Vales do Oriente
The project, developed for Lisbon City Council, aims to strategically regenerate the Vales do Oriente, a neglected area of the city with more than 1,000 hectares, marked by environmental, social and economic challenges. This area, where urban speculation and gentrification are already taking place, has been the target of an innovative approach that seeks to rebalance the city's dynamics. The main objective is to promote the revitalisation of this area through urban and social interventions that improve the quality of life of residents, while relieving the pressures of tourism in Lisbon's historic centre.
Project Scope
We were engaged by Lisbon City Council to develop a strategic regeneration project for Vales do Oriente, aimed at revitalising the area and transforming it into a dynamic and sustainable urban environment. The project sought to address challenges related to urban planning, social inclusion, and economic development while preserving the area’s cultural identity and environmental integrity.
Our approach began with a comprehensive analysis of the existing conditions in Vales do Oriente, focusing on infrastructure, land use, community needs, and economic potential. We collaborated with key stakeholders, including local authorities, businesses, and residents, to gather diverse perspectives and ensure the project addressed the priorities of all involved.
Drawing on this analysis, we formulated a strategic regeneration plan centred on creating a vibrant mixed-use community. This included proposals for upgrading infrastructure, improving public spaces, and enhancing connectivity within the area and with other parts of Lisbon. Emphasis was placed on fostering economic opportunities by attracting investment, supporting local businesses, and promoting cultural and tourism initiatives.
Sustainability was a core aspect of the project, with strategies aimed at integrating green infrastructure, promoting energy-efficient designs, and enhancing resilience to climate-related challenges. Social inclusion was equally prioritised, with plans to improve access to affordable housing, public services, and community facilities.
The final deliverable provided Lisbon City Council with a clear roadmap for the regeneration of Vales do Oriente, including phased implementation strategies and key performance indicators to monitor progress. By combining innovative urban planning solutions with a strong focus on sustainability and inclusivity, the project laid the foundation for a thriving and resilient urban environment that benefits both current and future generations.
