Horwath HTL delivered a management plan for the Client: Rwanda Development Board/International Gorilla Conservation Programme


Project scope

Horwath HTL was tasked with preparing the General Management Plan (GMP) for Volcanoes National Park, building upon a review of previous plans to ensure alignment with current needs and international standards. The project aimed to address gaps in the park’s existing management strategies while capitalising on its achievements and addressing emerging challenges.

Our team undertook a thorough assessment of past GMPs, focusing on areas such as governance structures, resource management, and visitor experience. Stakeholder consultations formed a key part of the process, enabling us to gather diverse perspectives and identify opportunities for innovation. This approach ensured the plan reflected both local priorities and global trends in protected area management.

The revised GMP incorporated cutting-edge strategies for biodiversity conservation, sustainable tourism, and community engagement. We provided recommendations to address resource constraints, mitigate human-wildlife conflict, and enhance the resilience of the park’s ecosystems. Special emphasis was placed on integrating technological advancements and best practices to strengthen monitoring and governance frameworks.

By adopting a holistic and forward-thinking approach, the updated GMP offers a comprehensive roadmap for the effective management of Volcanoes National Park. The plan balances conservation goals with the need to promote eco-tourism and generate socio-economic benefits for surrounding communities, ensuring the park remains a global model for sustainable and inclusive protected area governance.
