Project scope
Generating additional Tourism Revenues at an amount of 50M US$ per year in order to generate demand for new employments; the revenue to be generated primarily by on district level.
Horwath HTL was engaged by The MasterCard Foundation, based in Toronto, Canada, to provide consultancy services for the Rwanda Employment and Enterprise Development Initiative. This initiative aimed to address critical challenges in employment generation and enterprise growth in Rwanda, with a focus on fostering sustainable economic opportunities within the country’s rapidly evolving economy.
Our role began with a comprehensive assessment of Rwanda’s employment landscape, identifying key sectors with high growth potential and their capacity to generate jobs and support entrepreneurship. This included analysing labour market trends, skill gaps, and the challenges faced by small and medium enterprises (SMEs).
Engaging with a diverse range of stakeholders, including government agencies, private sector players, and community organisations, we conducted in-depth consultations to ensure the initiative’s design was both inclusive and impactful. These discussions provided valuable insights into the barriers to employment and enterprise development, particularly for youth and women, as well as opportunities to align with Rwanda’s national development agenda.
Our consultancy deliverables included strategic recommendations to create employment pathways and foster enterprise growth, supported by detailed implementation frameworks. Emphasis was placed on capacity-building initiatives, such as vocational training programs, access to financing for SMEs, and the development of business incubation platforms. Additionally, we proposed mechanisms for monitoring and evaluating the initiative’s progress to ensure measurable and sustainable outcomes.
The consultancy enabled The MasterCard Foundation to develop a robust, evidence-based strategy to drive meaningful employment and entrepreneurship opportunities in Rwanda. By aligning global expertise with local realities, Horwath HTL contributed to an initiative poised to deliver long-term socio-economic benefits, empowering individuals and strengthening Rwanda’s position as a hub for innovation and enterprise.
