Oman Botanic Garden Strategic Advisory and Operator Search
Oman Botanic Garden required an integrated operational, financial and governance framework to prepare the attraction for sustainable operations, establish an appropriate ownership model and support a structured international operator-selection process.
The challenge
Oman Botanic Garden needed to protect its scientific, conservation, research and education mission while preparing a complex visitor attraction for commercially sound operations. The project required alignment across visitor experience, business units, staffing, governance, financial sustainability and operator responsibilities before the Garden could move confidently into mobilisation and market engagement.
The solution
Horwath HTL conducted leadership alignment sessions and a technical operational walkthrough covering visitor areas and back-of-house facilities. The team developed the operating model, integrated commercial and mission-related activities, and prepared project-level revenue and cost models within a long-term master financial assessment. The work also covered visitor projections, sensitivity analysis, workforce and organisational planning, operator mapping, evidence-based scoring and shortlisting, a draft operator RFP, governance options and a KPI/KBI framework. All elements were consolidated into a bilingual final report and executive presentation.
Business value and impact
The engagement created a practical platform for Oman Botanic Garden’s next phase. It clarified ownership and operator accountabilities, linked commercial performance with mission protection, and established the financial and organisational assumptions required for long-term planning. The outputs support establishment of the operating vehicle, structured operator tendering, performance monitoring and mobilisation while preserving the Garden’s role as a national scientific, educational, cultural and visitor destination.
