Feasibility Study for Multi-Purpose Congress Centre
Horwath HTL supported Dubrovnik-Neretva County in selecting a location for the multipurpose congress centre and performed a pre-feasibility study.
Project Scope
Horwath HTL was appointed to conduct a market and financial prefeasibility study for a proposed multipurpose congress centre in Dubrovnik, Croatia. This strategic project aimed to enhance Dubrovnik’s position as a premier destination for meetings, incentives, conferences, and exhibitions (MICE) while complementing its established reputation as a leading leisure tourism hub.
The engagement began with a comprehensive market study to assess the demand for a congress centre in Dubrovnik. The analysis included a review of global and regional MICE trends, focusing on Croatia’s competitive position within the Adriatic and European markets. Dubrovnik’s existing infrastructure, connectivity, and reputation as a high-profile event destination were key factors considered in identifying its potential to attract large-scale international and regional conferences.
The market study also included benchmarking Dubrovnik against similar destinations with successful congress infrastructure. This provided insights into facility requirements, operational models, and target segments, including corporate meetings, association conferences, exhibitions, and hybrid events. Stakeholder consultations with local authorities, tourism boards, and potential event organisers were conducted to gather perspectives on market needs and operational expectations.
Based on the market findings, Horwath HTL developed a financial prefeasibility study to evaluate the project’s economic viability. Revenue projections were based on anticipated event bookings, delegate spending, and ancillary income streams such as catering and technology services. Operating costs, capital expenditures, and potential financing options were analysed to determine profitability and return on investment. Sensitivity analyses were performed to account for fluctuations in demand and economic conditions.
The study concluded with strategic recommendations on the optimal size, design, and functionality of the congress centre to maximise its appeal and operational efficiency. These included suggestions for integrating flexible spaces, state-of-the-art technology, and sustainable design elements to meet evolving industry demands.
