Strategic Operational Support for the Croatian Tourism Ministry
To prepare the tourism market for the upcoming tenders for co-financing from the National Recovery and Resilience Plan 2021-2026, the Ministry appointed Horwath HTL in a project that included the identification and presentation of tourism projects of good practice in the form of a digital catalogue
Project scope
Horwath HTL was engaged by the Ministry to prepare the tourism market for upcoming tenders for co-financing under the National Recovery and Resilience Plan (NRRP) 2021-2026. The project focused on identifying, analyzing, and presenting exemplary tourism projects to serve as benchmarks and inspire new developments aligned with the NRRP’s objectives. The outcome was a comprehensive digital catalogue of good practice projects, designed to guide stakeholders in planning and executing initiatives that meet funding criteria and contribute to sustainable tourism growth.
The project began with a detailed review of past and ongoing tourism projects across various segments, including hospitality, cultural heritage, nature-based tourism, and innovative travel solutions. Criteria for selecting projects included their alignment with sustainability principles, economic impact, innovation, and contribution to local communities. Horwath HTL identified a diverse range of projects that exemplified these qualities and showcased how they addressed modern tourism demands while adhering to national and EU strategic goals.
The next phase involved creating a digital catalogue to present these projects in an accessible and engaging format. Each project was documented with a detailed profile, highlighting its objectives, implementation strategies, outcomes, and key lessons learned. The catalogue also included visual elements, such as photos and infographics, to make the information more user-friendly and impactful.
In addition to the catalogue, Horwath HTL provided strategic insights into how tourism stakeholders could design projects eligible for NRRP co-financing. This included recommendations on integrating sustainability, innovation, and community engagement into project concepts to align with the plan’s funding priorities.
The digital catalogue served as a critical tool for fostering knowledge-sharing and encouraging high-quality project submissions, supporting the Ministry’s efforts to leverage NRRP funding for transformative tourism development. Horwath HTL’s expertise ensured that the initiative not only met its objectives but also strengthened the foundation for sustainable and innovative tourism in the country.
