Horwath HTL Hungary was tasked to conduct a detailed assessment of the short term rental market in Hungary, with a special focus on Budapest, to provide a detailed overview of the segment’s characteristics and international case studies displaying regulatory options.


Project Scope

Our firm was engaged to provide strategic support and insights into the legislative landscape surrounding the short-term rental (STR) market. This sector has seen rapid growth, prompting governments to introduce regulations aimed at addressing the economic and social implications of STRs while ensuring fair competition and community well-being.

The scope of our work involved an in-depth analysis of current and emerging legislative frameworks, focusing on compliance requirements, data sharing obligations, and registration protocols for hosts and platforms. Our research highlighted the growing trend of harmonised registration systems, where hosts must obtain unique identification numbers to operate legally. These systems are often coupled with mandatory data sharing between platforms and public authorities, allowing for effective monitoring and enforcement.

In addition to legislative analysis, we provided a market overview, examining the impact of regulations on STR operators, local communities, and traditional accommodation providers. By mapping these dynamics, we identified opportunities for stakeholders to adapt their operations, mitigate risks, and align with regulatory objectives. Our strategic recommendations included operational adjustments for hosts and platforms to ensure compliance, as well as advocacy strategies for engaging with policymakers to shape future regulations.
