Masterplan for Vignole Island

Horwath HTL Italy was engaged to provide masterplanning services for Vignole Island, a former Italian naval seaport in the Venetian lagoon, with the objective of identifying the optimal hospitality configuration for its redevelopment.

The project aimed to create a concept that balanced the site’s unique historical and natural attributes with market demand, operational feasibility, and long-term sustainability.


Project scope

The study began with an in-depth analysis of the site, focusing on its geographical features, historical significance, and current condition. The island’s proximity to Venice, its accessibility, and its potential to attract both domestic and international visitors were key factors in shaping the proposed hospitality concept. Environmental considerations were also central to the analysis, ensuring that the development plan respected the island’s ecological integrity.

Market research was conducted to assess demand for various hospitality configurations, including boutique hotels, eco-resorts, and mixed-use developments with recreational and cultural components. The analysis included benchmarking against similar projects in Italy and other island destinations, identifying trends in experiential and sustainable tourism that could be integrated into the project.

Operational and financial feasibility were evaluated to determine the best use of the site. Recommendations included configurations that optimise guest experiences while ensuring efficient resource utilisation. The study also explored potential synergies with Venice’s tourism ecosystem, leveraging the island’s unique appeal to complement the broader regional offering.

The final deliverable was a masterplan outlining the ideal hospitality configuration for Vignole Island. This included strategic recommendations for design, amenities, and service offerings, as well as a roadmap for phased development. The plan emphasised sustainable practices, cultural preservation, and the creation of unique guest experiences that align with market demand and the island’s character.

By delivering a comprehensive and strategic masterplan, Horwath HTL Italy supported the client in transforming Vignole Island into a distinctive and market-aligned hospitality destination, blending historical preservation with innovative tourism concepts.

The study was submitted to the Italian Ministry of Defence, which still has to approve the final master plan.
