Ou, mais provocativamente, \u00e9 tolice n\u00e3o faz\u00ea-lo?<\/p>\n<p>A resposta est\u00e1 na compreens\u00e3o da posi\u00e7\u00e3o hist\u00f3rica do pa\u00eds, justaposta a uma combina\u00e7\u00e3o incomum de restri\u00e7\u00f5es estruturais e vantagens latentes. A Venezuela n\u00e3o \u00e9 uma folha em branco; \u00e9 um mercado com cicatrizes profundas, mas tamb\u00e9m com fundamentos profundos. Se as condi\u00e7\u00f5es pol\u00edticas continuarem a mudar na dire\u00e7\u00e3o atual, o setor de hospedagem poder\u00e1 se tornar um dos primeiros e mais vis\u00edveis benefici\u00e1rios de um compromisso econ\u00f4mico renovado.<\/p>\n<h3>Um mercado com restri\u00e7\u00f5es de oferta h\u00e1 d\u00e9cadas<\/h3>\n<p>A atual oferta hoteleira da Venezuela foi moldada menos pelos ciclos do mercado e mais por uma neglig\u00eancia prolongada. Anos de contra\u00e7\u00e3o econ\u00f4mica, hiperinfla\u00e7\u00e3o e fuga de capitais deixaram o pa\u00eds com:<\/p>\n<ul>\n<li>Um parque hoteleiro desatualizado, a maioria constru\u00edda bem antes dos anos 2000.<\/li>\n<li>Poucos quartos de padr\u00e3o internacional fora de Caracas e de alguns enclaves de resorts.<\/li>\n<li>Manuten\u00e7\u00e3o atrasada em praticamente todas as classes de ativos, desde FF&#038;E e sistemas HVAC at\u00e9 envelopes b\u00e1sicos de edif\u00edcios.<\/li>\n<li>Um pipeline de desenvolvimento que est\u00e1 efetivamente congelado h\u00e1 mais de uma d\u00e9cada.<\/li>\n<\/ul>\n<p>Essa restri\u00e7\u00e3o de oferta n\u00e3o \u00e9 c\u00edclica, \u00e9 estrutural. Mesmo em per\u00edodos de modesta estabiliza\u00e7\u00e3o econ\u00f4mica, o pa\u00eds n\u00e3o teve o capital, a confian\u00e7a e o ambiente operacional necess\u00e1rios para modernizar sua infraestrutura de hospedagem. Al\u00e9m disso, muitos dos melhores hot\u00e9is do pa\u00eds foram, ou foram efetivamente, expropriados pelo governo.<\/p>\n<p>Para os investidores, isso cria uma oportunidade paradoxal: a linha de base \u00e9 t\u00e3o baixa que at\u00e9 mesmo melhorias incrementais na governan\u00e7a ou no acesso ao capital poderiam gerar retornos desproporcionais. Uma das poucas vantagens dos alugu\u00e9is de curto prazo e da natureza intensiva em opera\u00e7\u00f5es do setor hoteleiro \u00e9 que ele geralmente funciona como um term\u00f4metro para recupera\u00e7\u00f5es e recess\u00f5es econ\u00f4micas. Para mercados como a Venezuela, com oferta artificialmente suprimida e enorme demanda reprimida devido a anos de neglig\u00eancia econ\u00f4mica, o crescimento do RevPAR pode ser exponencial \u00e0 medida que a demanda come\u00e7a a retornar e se normalizar.<\/p>\n<h3>Acesso a\u00e9reo e infraestrutura: funda\u00e7\u00f5es surpreendentemente resistentes<\/h3>\n<p>Apesar de sua turbul\u00eancia pol\u00edtica e econ\u00f4mica, a Venezuela mant\u00e9m uma base surpreendentemente s\u00f3lida de conectividade a\u00e9rea e infraestrutura b\u00e1sica &#8211; um diferencial importante em rela\u00e7\u00e3o a outros mercados em dificuldades.<\/p>\n<ul>\n<li>Caracas (CCS) continua sendo um dos hubs mais estrat\u00e9gicos da regi\u00e3o, com acesso direto ou quase direto \u00e0 Am\u00e9rica do Norte, Europa e \u00e0s principais capitais latino-americanas.<\/li>\n<li>A log\u00edstica de petr\u00f3leo e g\u00e1s manteve determinados aeroportos e redes rodovi\u00e1rias em funcionamento, mesmo quando outros setores falharam.<\/li>\n<li>As telecomunica\u00e7\u00f5es e os servi\u00e7os p\u00fablicos, embora inconsistentes, n\u00e3o est\u00e3o come\u00e7ando do zero; eles precisam de moderniza\u00e7\u00e3o, n\u00e3o de reconstru\u00e7\u00e3o em massa.<\/li>\n<\/ul>\n<p>Isso \u00e9 importante porque o acesso a\u00e9reo costuma ser a maior barreira para a recupera\u00e7\u00e3o do turismo e das viagens corporativas. No caso da Venezuela, a pista de decolagem &#8211; literal e figurativamente &#8211; j\u00e1 est\u00e1 l\u00e1.<\/p>\n<h3>Petr\u00f3leo e g\u00e1s: um mecanismo de demanda enorme e subestimado<\/h3>\n<p>O setor de petr\u00f3leo e g\u00e1s da Venezuela n\u00e3o \u00e9 apenas um pilar econ\u00f4mico nacional; \u00e9 uma das cadeias de suprimentos de valor agregado mais longas e complexas do mundo.<\/p>\n<p>Explora\u00e7\u00e3o, produ\u00e7\u00e3o, refino, log\u00edstica, engenharia e servi\u00e7os geram, em conjunto, uma enorme demanda de viagens comerciais.<\/p>\n<p>Em petroeconomias est\u00e1veis (pense na Guiana hoje, ou na Col\u00f4mbia e no Brasil em ciclos anteriores), o desempenho dos hot\u00e9is em mercados secund\u00e1rios e de entrada geralmente \u00e9 impulsionado primeiro por:<\/p>\n<ul>\n<li>Consultores t\u00e9cnicos<\/li>\n<li>Empresas de engenharia<\/li>\n<li>Empresas multinacionais de energia<\/li>\n<li>Delega\u00e7\u00f5es governamentais<\/li>\n<li>Prestadores de servi\u00e7os e contratados<\/li>\n<\/ul>\n<p>\u00c0 medida que as san\u00e7\u00f5es forem suspensas e a produ\u00e7\u00e3o aumentar, a Venezuela poder\u00e1 experimentar um aumento de v\u00e1rios anos na demanda corporativa em cidades como Caracas, Maracaibo, Val\u00eancia e outras grandes cidades secund\u00e1rias, muito antes de o turismo de lazer atingir escala. Em grande parte intocadas, essas ilhas s\u00e3o cercadas por \u00e1guas azul-turquesa com mergulho e navega\u00e7\u00e3o fenomenais, criando um enorme potencial para voc\u00ea:<\/p>\n<ul>\n<li>Eco-resorts boutique<\/li>\n<li>Viagens experienciais de alto n\u00edvel<\/li>\n<\/ul>\n<p>Seu estoque atual de acomoda\u00e7\u00f5es \u00e9 limitado e r\u00fastico, o que significa que a vantagem de um desenvolvimento de baixa densidade cuidadosamente planejado pode ser enorme.<\/p>\n<h3><strong>Turismo ecol\u00f3gico e de aventura<\/strong><\/h3>\n<p>A Venezuela tem algumas das paisagens mais dram\u00e1ticas e ecologicamente distintas do planeta &#8211; ativos que, sob as condi\u00e7\u00f5es certas, poderiam ancorar uma economia de aventura e ecoturismo de classe mundial. O Angel Falls, o Gran Sabana e o corredor Tepui s\u00e3o conhecidos h\u00e1 muito tempo entre os viajantes de nicho e naturalistas, mas permanecem praticamente inexplorados do ponto de vista de hospedagem comercial.
