Project Scope
Horwath HTL was engaged to provide master planning and financial feasibility services for the development of hotels and resorts across Pulau Weh, Indonesia. This project aimed to position the island as a premier tourism destination by identifying the best locations for development and tailoring properties to align with market demand and the island’s unique characteristics.
The master planning process began with a comprehensive site analysis, focusing on Pulau Weh’s natural assets, accessibility, and infrastructure. Key factors such as environmental considerations, land use potential, and proximity to attractions like coral reefs, dive sites, and cultural landmarks were assessed to determine optimal locations for hospitality developments.
In parallel, Horwath HTL conducted a detailed market analysis to identify demand drivers for tourism on Pulau Weh. This included evaluating regional and international visitor trends, as well as the preferences of target market segments such as eco-tourists, adventure seekers, and luxury travellers. Competitive benchmarking against similar island destinations in Southeast Asia provided insights into opportunities for differentiation.
Based on these findings, we proposed a development framework featuring a mix of hotel and resort properties, from boutique eco-resorts to midscale family accommodations and high-end luxury retreats. Each property concept was designed to complement the island’s natural environment and cultural heritage while appealing to specific traveller demographics.
Financial feasibility assessments were conducted for each proposed property, incorporating revenue projections, investment costs, and operational considerations. Scenarios were developed to evaluate profitability and sustainability under varying market conditions.
The master plan delivered by Horwath HTL provided a strategic roadmap for phased development across Pulau Weh, aligning with sustainable tourism principles while maximising economic benefits for the island. Our expertise ensured that the proposed developments would not only enhance the visitor experience but also support long-term growth and conservation objectives for Pulau Weh.
