Qatar Mega-Destination Masterplan
Horwath HTL was proudly engaged by the sovereign state of Qatar as the lead consultant in an international joint venture for the development of a market-based, best-use concept and master plan for a premier tourism development zone in the country.
With the FIFA World Cup and a number of major projects on the horizon, Qatar sought to diversify its economy by focusing on leisure tourism, complementing its established status as a business and sports destination.
Project Scope
The project covered a prime 7 kilometre beach front area, with the added potential of seven strategically positioned islands, recognized as key assets to drive tourism growth. Our work began with a comprehensive market analysis, which identified emerging trends and opportunities for the leisure sector. From there, we developed a robust strategy that incorporated zoning plans, concepts for accommodation and real estate typologies, and the sizing and massing of structures.
Horwath HTL also played a pivotal role in overseeing the architectural master planning, working alongside globally renowned architects to ensure the vision for the development was brought to life with a focus on innovation, luxury, and sustainability. The project was publicly announced in 2024, with the first phase focusing on activating the coastal component to draw international attention and investment.
This ambitious initiative is poised to transform Qatar’s tourism landscape, creating a world-class destination that will support the country’s long-term economic diversification and solidify its position on the global tourism stage.
