10-Year Tourism Development Strategy for Republic of Serbia

Horwath HTL was appointed by GIZ and the Ministry of Tourism and Youth of the Republic of Serbia, to create a comprehensive tourism development strategy for the entire country.


Project Scope

The project was executed through a combination of desktop research and thirteen interactive strategic workshops held with representatives of the public sector, tourism industry professionals, and other stakeholders in six cities across Serbia – Zaječar, Užice, Niš, Vrnjačka Banja, Novi Sad, and Belgrade.

In addition to these workshops, the Horwath HTL team conducted supplementary meetings and interviews with key representatives from the public sector, the tourism industry, the Serbian Chamber of Commerce, professional associations, and business organisations. These engagements provided valuable insights, opinions, and suggestions that were integral to the report’s preparation.

Active collaboration with the Ministry of Tourism and Youth of the Republic of Serbia, as the report’s primary beneficiary, further enhanced the quality of the process through meetings, workshops, and consultations with members of the Working Group established for this project. This collaboration facilitated a comprehensive analysis of the current situation based on secondary data and led to the formulation of a range of strategic and operational recommendations included in the report and accompanying documentation.
