Turismo de Portugal National Training Strategy

Horwath HTL collaborated with Turismo de Portugal, drafting a national tourism training strategy for the 2014-2020 period, aligned with the challenges of a constantly evolving sector.

This project positioned the qualification of professionals as a strategic axis for the sustainable and competitive development of national tourism. The aim was to enable the sector to face growing international competition, ensuring high standards of quality and innovation in the tourism services offered in Portugal.


Project Scope

We were engaged to provide expert consultancy in the development of the National Tourism Training Strategy, an initiative aimed at enhancing the skills and capabilities of the tourism workforce to meet the evolving demands of the industry. This project sought to align training programs with international best practices and the specific needs of the national tourism sector, fostering growth, innovation, and competitiveness.

The process began with an extensive analysis of the current state of the tourism workforce, identifying skill gaps, training challenges, and opportunities for improvement. This involved consultations with key stakeholders, including industry leaders, educational institutions, and government bodies, to gather insights and ensure the strategy addressed real-world needs.

Using this data, we developed a comprehensive framework for the strategy, focusing on key areas such as service excellence, digital transformation, and sustainability. The strategy emphasised the importance of equipping the workforce with the skills needed to adapt to technological advancements and shifting visitor expectations, while also fostering a culture of sustainability within the sector.

Specific recommendations included the creation of modular training programs, the integration of technology into training delivery, and partnerships with industry leaders to provide practical learning opportunities. Additionally, the strategy proposed mechanisms for ongoing evaluation and adaptation to ensure its relevance in a rapidly changing industry.

The final deliverable was a detailed National Tourism Training Strategy that provided a clear roadmap for implementation. By addressing both current and future needs, the strategy aimed to build a resilient and skilled workforce capable of driving innovation and ensuring the long-term success of the national tourism sector. This initiative not only reinforced the industry’s capacity to deliver exceptional visitor experiences but also contributed to the sustainable development of tourism as a cornerstone of the national economy.
