Siniša Topalović

Siniša Topalović is a Partner of Horwath HTL, Saudi Arabia and leads the firm’s Global Tourism Advisory team. Since joining the company in 2010, he has successfully overseen more than 200 advisory projects across the globe, establishing himself as a leading authority in tourism strategy and development. His work spans both mature and emerging markets, where he has played a pivotal role in reshaping tourism landscapes through comprehensive, forward-thinking advisory services. He is also Managing Partner of Horwath HTL, Croatia where the Global Tourism Hub is located.

Siniša specializes in delivering strategic and operational guidance to stakeholders across the tourism and hospitality sectors. His project portfolio includes national and regional tourism strategies, destination management frameworks, and master planning for large-scale developments such as mega-destinations, resorts, and integrated tourism zones. He is also experienced in corporate strategic planning, operational optimization, tourism product development, and the formulation of tourism policies. His approach ensures that each project is deeply rooted in sustainability, market alignment, and long-term value creation.

As a member of the International Society of Hospitality Consultants (ISHC), Siniša is part of a global network of over 200 leading professionals in the hospitality and tourism field. His work is widely recognized for its depth, rigor, and innovative perspective, making him a trusted advisor to governments, private investors, tourism boards, and multilateral organizations.

Academically, Siniša is pursuing a PhD in Destination Management, further enriching his expertise with research-driven insight. He also serves on the Scientific Council for Tourism at the Croatian Academy of Sciences and Arts, contributing to thought leadership and policy discourse in the field. He holds a Master of Arts in Finance from the University of Zagreb, equipping him with a strong analytical foundation for addressing the complex financial and strategic dimensions of tourism development.
