Seamen’s Clubs Strategy for Omani Ports and Al Wajajah
Oman Ground Handling engaged Horwath HTL to develop a phased, welfare-led strategy and feasibility framework for Seamen’s Clubs across nine Omani ports and the Al Wajajah land border.
The challenge
Oman Ground Handling sought to determine where and how welfare facilities should be developed for maritime crews and cross-border users. The study covered nine Omani ports and the Al Wajajah land border, each with different traffic patterns, infrastructure, access, regulatory conditions and service gaps. The initiative needed to meet welfare objectives while supporting viable, scalable and location-specific operating models.
Solution
Horwath HTL designed a four-phase programme covering market research and demand assessment, site infrastructure and welfare-gap review, location strategy and development recommendations, and detailed feasibility studies for selected locations. The work analysed vessel and crew traffic, seasonality, stakeholder needs, port-city catchments, available infrastructure and regulations. International models in Rotterdam, Singapore, Dubai, Bahrain and Kuwait were benchmarked. A multi-criteria framework prioritised sites, defined suitable welfare and support services, and supported high-level P&L and detailed CAPEX, OPEX, revenue, governance, staffing and partnership assessments.
Business value & impact
The engagement provides a transparent basis for phased investment across the port and border network. It helps Transom match each location with the appropriate service offer, identify infrastructure and delivery gaps, and assess financial and institutional readiness before committing capital. The resulting framework supports stakeholder alignment, practical implementation priorities and a sustainable welfare proposition adapted to Oman’s maritime and cross-border operating environment.
