Project Scope

Horwath HTL was engaged to provide planning and financial feasibility studies for two proposed resort developments on Siwana Island and Seraya Besar Island, located in Indonesia’s stunning Flores Sea region. The project aimed to create world-class resorts that leveraged the islands’ natural beauty and unique appeal while aligning with sustainable tourism principles and market demand.

The assignment began with an in-depth analysis of both islands, focusing on their geographic characteristics, accessibility, and environmental considerations. These evaluations helped identify the most suitable sites for development and provided a framework for integrating the resorts seamlessly into their natural surroundings.

Our market research assessed demand drivers for high-end resorts in the region, targeting eco-tourism enthusiasts, luxury travellers, and adventure seekers. Competitive benchmarking was conducted to evaluate similar resorts in nearby destinations, providing insights into pricing strategies, service offerings, and positioning. This analysis informed the conceptualisation of the resorts, ensuring they catered to niche market segments while standing out in the competitive landscape.

The planning phase included recommendations for the layout and design of the resorts, focusing on low-impact development and the preservation of each island’s unique ecosystems. Emphasis was placed on incorporating eco-friendly technologies, renewable energy solutions, and sustainable water and waste management systems to align with global sustainability standards.

The financial feasibility studies involved detailed revenue forecasts, cost estimates, and return-on-investment analyses for both properties. Scenarios were developed to assess profitability under varying market conditions, ensuring the projects’ financial resilience and long-term viability.
