Project scope

Horwath HTL was commissioned by the Ministry of Tourism, Wildlife and Antiquities (MOTWA) to provide consultancy services for the review and harmonisation of the tourism licensing and taxation framework. The objective of the project was to streamline regulatory processes, promote fairness, and enhance the competitiveness of the tourism sector, ensuring alignment with global best practices and national development priorities.

Our approach began with an in-depth review of the existing licensing and taxation frameworks, analysing their structure, efficiency, and impact on stakeholders, including operators, investors, and government agencies. Particular attention was paid to identifying redundancies, inconsistencies, and barriers to compliance that could hinder sector growth.

Stakeholder engagement was a cornerstone of the project. We facilitated consultations with a wide range of industry players, from small business operators to large-scale investors, to gather insights into their experiences with the current framework. These discussions helped to identify pain points, such as overlapping licensing requirements, lack of transparency, and the financial burden of certain taxation measures.

Based on our findings, we developed a harmonised framework designed to simplify processes, reduce administrative costs, and encourage investment in the tourism sector. Recommendations included introducing a unified licensing system, revising tax structures to balance revenue generation with sector growth, and adopting digital platforms to improve efficiency and transparency.

The proposed framework was aligned with regional and international standards, ensuring competitiveness while safeguarding the interests of local stakeholders. By addressing inefficiencies and fostering a more business-friendly environment, the project aimed to support sustainable growth in tourism, one of the region’s key economic drivers.

Horwath HTL’s expertise in tourism policy and strategy ensured MOTWA was equipped with practical, actionable solutions to advance their vision for a thriving and inclusive tourism industry.
