Developing the Oman Grand Tour Implementation Action Plan

The Ministry of Heritage and Tourism engaged Horwath HTL to develop the Grand Tour of Oman through a national evidence base, shared vision, implementation road map and detailed management plan.


The challenge

The Ministry of Heritage and Tourism required a national framework that could connect Oman’s diverse natural, cultural and hospitality assets into one coherent touring journey. The assignment had to address uneven visitor readiness, infrastructure, access, interpretation and service quality across all governorates while aligning with Oman Vision 2040 and the Oman Tourism Strategy.

The solution

Horwath HTL structured the work through project inception and four technical stages: data collection and analysis; development of the overall vision and priorities; preparation of the road map; and establishment of a detailed management plan. The team reviewed strategies, laws and tourism data, benchmarked international touring routes, undertook field surveys, developed a digital evidence base and assessed sites, routes, services, signage, accessibility, infrastructure and visitor facilities. Stakeholder workshops, experience design, governance, sustainability, brand, digital promotion and implementation requirements were integrated into the planning process.

Business value & impact

The engagement gives the Ministry a practical route from concept to delivery. It establishes priorities, investment and infrastructure needs, governance and monitoring mechanisms, and a coordinated basis for improving the visitor journey. The framework supports stronger destination connectivity, longer stays, broader geographic distribution of tourism spending, local participation and a distinctive national touring product grounded in Oman’s landscapes, heritage and communities.
