Evaluating the Jabal Shams Mountain Resort Development

The challenge
The client required a comprehensive feasibility assessment for a premium mountain retreat at Jabal Shams in Al Dakhiliyah. The decision required evidence on demand, competitive positioning, the appropriate concept and accommodation mix, supporting amenities, investment requirements, operating potential and the project’s ability to generate sustainable returns in a distinctive mountain environment.
Solution
Horwath HTL reviewed Oman’s tourism market, target demand from domestic, GCC, international and corporate segments, and competing mountain resorts in Jabal Shams and Jabal Akhdar. The study tested a 100-unit development, indicative pricing, occupancy, facilities, leisure, dining, wellness and outdoor activities. It also covered operator search, site advantages, construction and FF&E costs, pre-opening expenditure, working capital, utilities, staffing, Omanisation and implementation timing. The financial analysis included ten-year projected financial statements, funding structure, operating costs, base, conservative and optimistic scenarios, break-even occupancy and revenue, debt-service capacity, IRR, NPV and payback.

The assignment brought the market, concept, technical and financial questions into one decision framework. It clarified the proposed scale and positioning, highlighted the assumptions most important to viability and provided a foundation for operator discussions, funding decisions and phased development.
